On June 10, 2024, the first day of auctions for renewable energy sources for the Northern and Southern zones of the UES of the Republic of Kazakhstan took place (with the exception of R.Tentek) for the selection of hydroelectric power plant projects with a total installed capacity of 20 MW.

8 companies were allowed to participate in the auction, and 30 price offers were submitted by the participants during the trading session.  The declared total capacity from the auction participants amounted to 50.35 MW.

The maximum auction price approved by the Ministry of Energy of the Republic of Kazakhstan during the auction for the selection of HPP projects in 2024 is 41.23 tenge/kWh (excluding VAT).

During the competitive bidding process among the auction participants, a decrease in the price range of applications was obtained from 41.23 to 10 tenge/kWh (excluding VAT).

It is noted that a record price decrease of 75.7% from the maximum auction price for the selection of projects for the construction of HPP.

In accordance with paragraph 55 of the Rules for the organization and conduct of auctions, the volume of installed capacity extraction has been increased from 20 to 21.3 MW.

According to the results of the auction, the following organizations were identified as winners:

• LLP «WPP Tolkyn» the installed capacity of the project is 0.5 MW, the auction price is 10 tg/kWh (without VAT);
• LLP «National Energy Company «Zharyk Energo»» the installed capacity of the project is 8.6 MW, the auction price is 28 tenge/kWh (excluding VAT);
• LLP «FaB Stroy» the installed capacity of the project is 1.3 MW, the auction price is 35.47 tg/kWh (excluding VAT);
• LLP «WPP Tolkyn» the installed capacity of the project is 3 MW, the auction price is 35.48 tg/kWh (excluding VAT);
• LLP «Aksuhydro» the installed capacity of the project is 4.9 MW, the auction price is 35.49 tenge/kWh (excluding VAT);
• LLP «ZhabykHydroResources» the installed capacity of the project is 3 MW, the auction price is 36.5 tg/kWh (excluding VAT).

In order to comply with the requirements of the Rules for Organizing and conducting auctions, representatives of the Ministry of Energy of the Republic of Kazakhstan, ALE «Kazakhstan Electric Power Association», ALE «KAZENERGY», and USAID participated as observers.

Observers note the full transparency of the auction organizer's electronic trading system – JSC «KOREM».

The next auction is scheduled for June 11, 2024 for the selection of HPP projects with a total installed capacity of 20 MW.

According to the Auction Schedule for 2024, approved by the Order of the Minister of Energy of the Republic of Kazakhstan No. 105 dated March 7, 2024, the total installed capacity of auctions for the selection of RES projects in 2024 is 1,270 MW, of which:

- hydroelectric power plants (HPP) - 400 MW;

- wind power plants (WPP) - 700 MW;

- solar power plants (SPP) - 160 MW;

- biofuel power plants (Bio PP) - 10 MW.
